How EXACTLY do I create a vector graphic using PhotoShop?

I am trying to create a vector graphic using PhotoShop. The file should be no more than 500KB. I'm an artist, not a graphic designer.





I drew an image in photoshop and when I went to save it as a vector graphic I got confused.

I know you want to use Photoshop and the tutorial suggested is probably your best bet. But why not try using Inkscape?
