There are tablet PCs but those are mostly meant for note taking and not digital drawing and graphics related things. For that, you definitely want a mac. But you don't need a tablet PC, best choice I would say would be a mac with a graphics tablet, Wacom makes really good ones. It gives you all the flexibility of drawing on screen but is waaayy cheaper.
