Yes, You can just open a new document and the pictures in Photoshop, then copy the pictures to the new document. You can adjust the pictures' position in the new window. Then just add a black line between the pictures. That's it! =3

If you're trying to do a panoramic view, you can go to photomerge and it will put the pictures together. If you just want two pictures on the same page, open a blank canvas and then open the picture you want, copy it and paste it on to the blank one. You can do as many pictures as you want on to this page.
