Making a background can be done in many programs. If you don't need to be a high-end designer, get Photoshop Elements6, which came out recently and will work just fine for you. It's also a lot less expensive than full Photoshop, which of course is a very complex and deep program. But Elements is good, especially for the average user.
You could also download free Gimp, which is similar to Photoshop, and is legally free for everyone to use.
